Charles Arthur Wathen was the eldest of 12 children of William Fowler Wathen (c.1822-1899) and his third wife Emma Withey (1841-1922) who married on 13 Jun 1861. Charles was born in Launceston on 22 Apr 1862. He did not receive anything from his father's will for 'unfilial conduct'. He had 18 brothers and sisters, although some did not survive childhood. Charles, a fruiterer, married Theresa Yates on 14 Jan 1900 at 92 Balfour Street, Launceston. They had four children, however only two survived. The first three were born at 186 Charles Street: Winifred, on 12 May 1900; Charles, on 26 May 1901, died the following day and Ivy, on 23 Mar 1904, lived for one day. Vera was born on 27 Sep 1910 in St John Street.

Charles died at the General Hospital aged 54 on 16 Aug 1916 and was buried at Carr Villa in Section B5 No 137 with his mother.
