This portrait is possibly of Charles Propsting, born in Hobart on 23 Feb 1860, the eldest child of Henry Propsting (1810-1899) and his second wife Hannah Carter. The Propstings were a Quaker family. Charles' brother William became premier of Tasmania 1903-04 and president of the Legislative Council 1926-27. Charles was a signatory on a letter to J McCracken, the Exhibition clerk and accountant, from exhibitors, representatives and employees at the Tasmanian Exhibition in 1891-92.

There is no record of Charles marrying in Tasmania. According to his brother William's obituary in The Mercury on 4 Dec 1937, Charles had predeceased him.
