William Francis Lovett was born in Hobart on 19 Jan 1866, the 12th of 16 children born to William Lovett, the Auditor-General, and his wife Caroline McGorey. He was appointed to the Colonial Service in 1 Nov 1882 and was employed at the Launceston Post Office from May 1889. William married his first wife, 18-year-old Matilda Young, on 17 Aug 1887. Their two children were born in Hobart in Nov 1887 and May 1889. Matilda died on 1 Jul 1890.
William married for a second time, to Ida Robotham on 22 Dec 1899 in Launceston. They had two children: Kathleen in 1897 and Keith in 1900. William died at his residence, 401 Elizabeth Street, Hobart, on 13 Apr 1939 aged 73. He was buried in the Church of England section of the Cornelian Bay Cemetery.
