Ruth Corduroy Higgs was born on 7 Jul 1866, the youngest of twelve children born to Joshua Higgs, senior, an architect and surveyor, and his wife Ann White. She was a soprano in the Tasmanian Exhibition Choir. Her eldest brother Joshua Higgs, junior, exhibited three oil paintings: 'Low Head, River Tamar'; 'Austin Ferry, on the Derwent' and 'Don Plains, River Mersey'. Ruth never married, but was appointed librarian at the Devonport Public Library in 1898 and later followed a nursing career. Like other members of her family she was a competent artist. She died at 'Arnwood', Trevallyn, on 4 Nov 1943.
