Josephine Muriel Cowling was born in Launceston on 21 Jan 1882, the eldest child of John Johns Cowling, a carpenter, and Elizabeth Wearne who were married in Victoria in 1881. Josephine attended the Tasmanian Exhibition in 1891-92 with her parents and brother Cornwall who are also pictured in the Family Album. The family later lived at Franklin Street, Maldon, Laanecoorie, Victoria 1903-1909.
